Contractor Management Policy

Purpose. This policy sets the rules for engaging, inducting, authorising and supervising contractors who work on or near the network on behalf of the business.
1.Purpose
Contractors perform a large share of mains construction, traffic management and civil restoration. The business remains responsible for their safety and for the integrity of the network they touch. This policy makes sure contractors are held to the same standard as Gasline staff.
2.Policy statement
Gasline will only engage contractors that have been prequalified against the HSE, quality and insurance criteria. Every contractor worker must complete the Gasline induction and must hold the same authorisation as a Gasline worker for the task they perform. Contractors will work under Gasline permits and will be supervised and monitored by a Gasline supervisor.
3.Prequalification
Prequalification must assess the contractor's safety management system, incident history, competency records, insurances and quality controls. Prequalification lasts two years and will be reviewed after any serious incident.
4.Supervision and monitoring
A Gasline supervisor must inspect every contractor worksite at least once per shift and must record the inspection in the work order. Non-conformances must be raised on the day and closed before the work continues.
- Daily worksite inspection by a Gasline supervisor
- Hold points at excavation, fusion, testing and backfill
- Non-conformance raised in the work order
- Stop work for any uncontrolled hazard
5.Records
Contractor inductions, authorisations and worksite inspections will be recorded and retained for seven years.
6.Review
This policy will be reviewed every two years and after any contractor incident classified as serious.
