Purpose. This register records the competencies, authorisations and reassessment dates of every worker and contractor so that only authorised people perform tasks on the network.

1.Purpose

The safety case commits the business to a competency-based authorisation system. This register is the single record of who is authorised to do what, and when that authorisation expires. Supervisors must check it before assigning any controlled task.

2.Authorisation categories

Authorisations are issued by category and by pressure tier. Each category has a training requirement, an assessment requirement and a reassessment period.

  • Permit issuer and permit holder
  • Excavation near gas assets
  • Polyethylene fusion (butt and electrofusion)
  • Steel welding and pipe coating
  • First response and site control
  • Appliance relight and installation testing
  • Cathodic protection monitoring
  • Meter exchange and data logger work

3.Issuing an authorisation

An authorisation will only be issued after the worker has completed the training, passed the practical assessment and been observed on the job by an authorised assessor. The HSE and Compliance Manager must sign the authorisation before it is entered in the register.

4.Reassessment and expiry

Every authorisation has an expiry date. Reassessment must be completed before expiry. An expired authorisation is withdrawn automatically and the worker must not perform that task until reassessed.

5.Register fields

The register records the worker name, employer, category, pressure tier, date issued, assessor, expiry date and any restrictions. Contractor authorisations are held in the same register and flagged as contractor.

6.Audit

HSE will audit the register quarterly against the roster and the permits issued, and will report any task performed by an unauthorised person as an incident.
